Lamar Lorenzo Foy Shot and Killed by Pennsylvania State Police After Gunfight on I-81

Chambersburg, Pennsylvania — October 8, 2025: Authorities identified Lamar Lorenzo Foy, age 31, as the man shot and killed by Pennsylvania State Police after a gunfight that injured two troopers along Interstate 81 at U.S. Route 11 in Franklin County.

According to officials, troopers were responding to a retail theft report when they encountered a vehicle matching the suspect’s description. Foy, along with two other occupants, allegedly fled in the vehicle, prompting a pursuit. Officers deployed spike strips, successfully stopping the car near Chambersburg.

Authorities say the other occupants surrendered immediately, but Foy remained inside and refused to comply. Troopers broke the vehicle’s windows to make contact. Police allege that Foy then fired a gun from inside the vehicle before exiting and continuing to fire toward officers, striking two troopers. A third trooper returned fire, fatally shooting Foy at the scene.

The Pennsylvania State Police Internal Affairs Division and the Attorney General’s Office are conducting parallel investigations into the shooting. Officials have not released the names of the wounded troopers but confirmed they were hospitalized with non-life-threatening injuries.

News outlets including WGAL News 8, PHL17, 6ABC Philadelphia, and Associated Press have reported that the exchange of gunfire took place after Foy allegedly fired at troopers from both inside and outside the vehicle.
